One of the killer cops, Devon Smith, was already an accomplished screw up. 30 days prior to the murder of 8-year-old Fanta Bility, a default judgement was rendered against Devon Smith for the unreasonable search and malicious prosecution of a local black man named Juan House.

Devon Smith was such a screwup that neither he nor the police department bothered to show up in court to answer the suit. Yet despite such demonstrated ineptitude, they continued to let him run around with a gun and play cop.
