Postal Inspectors Have Been Illegally Spying on Americans
The Post Office's inspector general uncovers unrestricted online snooping by postal cops without any legal authority.

The U.S. Postal Service has a "U.S. Postal Inspection Service's Analytics and Cybercrime Program"—of course it does! Its tasks, according to a report issued last week from the Postal Service's Office of Inspector General (IG), include via its "Internet Covert Operations Program (iCOP)" subprogram, to "proactively gather intelligence using cryptocurrency analysis, open-source intelligence, and social media analysis." In doing so, the IG concluded in that report (which was the result of a House of Representatives Committee on Oversight and Reform request to look into Post Office online snooping), the iCOP program "exceeded the Postal Inspection Service's law enforcement authority." The United States Postal Inspection Service, the law enforcement arm of the post office, was “not legally authorized” to conduct blanket keyword searches of social media for terms such as “protest,” “attack,” and “destroy,” an inspector general investigation found, because it is only supposed to investigate cases with some connection to the post office or the mail. The U.S. Postal Inspection Service disagrees with the overarching conclusion of the USPS OIG that the Postal Inspection Service exceeded its authority and conducted improper intelligence searches. The Postal Inspection Service is the federal law enforcement agency responsible for protecting Postal Service employees, operations and infrastructure from activities that could impact the safety of employees or the security of operations. The activities conducted by the Postal Inspection Service were within its legal authority as set forth by federal statutes and case law. However, the Postal Inspection Service has agreed to conduct a full program review of its Analytics Team’s responsibilities, activities, procedures, and guidance.
