A former police officer who was recently fired after authorities say he put his foot on a man’s head has been in trouble before. According to investigators, police officer David Dukes, who worked for the Orangeburg Department of Public Safety, was seen on body cam video stomping on the head of a 58-year-old African American man last month. Dukes was fired and charged with first-degree assault and battery. The director of the department said he was horrified by what he saw on the video. A man who says an Orangeburg Department of Public Safety officer stomped on him is now calling for justice. Clarence Gailyard, 58, says he was trying to comply with demands by Orangeburg County Public Safety Officer David Lance Dukes, when he says Dukes stomped on his neck. Dukes, was fired after the incident and has since been arrested and charged with first-degree assault and battery. The July 26 incident started when Officer Dukes responded to a "call for service" at Gailyard's home. After being stopped by the police in South Carolina in July, a Black man was ordered to lie on the ground. When he did not do so quickly, because he has metal rods and pins in his leg and hip, an officer stomped on the back of his head. The man, Clarence Gailyard, 58, will now receive $650,000 in compensation from Orangeburg, S.C., the city announced on Wednesday.
