The Police Department’s Internal Affairs division is investigating a city officer placed on leave after a domestic violence arrest. Ruben Parra, 31, of North Branford, allegedly threw a woman to the ground repeatedly and choked her during a dispute Jan. 22, according to an arrest warrant affidavit. Parra was arrested and charged with three misdemeanors: third-degree assault, second-degree unlawful restraint and third-degree strangulation.
