A city police officer has been arrested and charged with patronizing a prostitute while on duty. He turned himself in on Sunday, according to officials. On April 5, a New Haven Police officer was approached by a woman while on routine patrol, reporting unwanted contact by Officer Christopher Troche, said Officer Scott Shumway in a statement on Sunday.
