When Fall River police officers Michael Pessoa and William Silvia arrested Aliecer Rodriguez in March 2018, Silvia wrote a report that accused Rodriguez of disorderly conduct, ignoring commands and resisting arrest. A year later, while testifying under oath before a grand jury, then-Captain Jeffrey Cardoza said the actions described in Silvia’s report did not match video of the arrest he reviewed.
