An East Cleveland police officer is on paid administrative leave after a video shared on social media shows him kicking a kneeling man in the back. Ian McInnes, who has been with the department for five years, is on paid administrative leave per the department’s collective bargaining agreement, Police Chief Scott Gardner said.
